Fiscal Analyst

(Capital Program Finance)

The Capital Program Finance Unit provides essential fiscal services for the University’s capital program, including policy advice for decision-making, through ongoing financial planning, analysis, forecasting, modeling, monitoring and reporting activities. These activities include all tasks necessary to develop and maintain multi-year campus capital project obligation plans and cash need projections for the educational facilities of the University’s 34 State-operated campuses and three (3) teaching hospitals and all analytical requirements for capital program financing.

Specific Duties and Functions:

  • Develop and maintain individual campus capital financial plans and project implementation plans for academic facilities on State-operated campuses, including daily use of funding authorization and tracking systems.
  • Monitor and report all activity against these plans, using both Statewide and Fund-based contract and project accounting systems and specialized Management Information System (MIS) reports; and based on these plans,
  • Develop, monitor and update an overall annual and multi-year capital program financing; develop and produce executive level reports for briefings or decision-making, as well as, working with Fund’s information system, other budgeting and accounting staff on the development and production of routine management information reports.
  • Gather and analyze relevant data from multiple sources to optimize campus capital planning and monitor implementation of campus capital programs, including:
    • Integrating data from multiple sources to develop sound financial planning and monitoring tools and utilizing that data to develop performance metrics and reports,
    • Actively monitoring industry trends to inform capital planning strategies and advocacy, and
    • Providing analytic data support developing in-depth knowledge of various software and data systems such as:
      • AiM (AssetWorks), particularly life cycle modeling
      • e-Builder
      • Other Internal Systems, including budgeting and contracting systems
      • SUNY Business Intelligence (BI)
  • Perform ad-hoc tasks in support of organizational and campus initiatives as directed.

Qualifications and Experience Requirements: 

A Bachelor’s degree in a related field plus a minimum of three (3) to five (5) years prior experience in finance, budgeting, or program planning. Additional consideration will be given for prior work experience in a comparable position, or for additional related credentials, such as a Master’s degree. Additional preferences include: working knowledge of State Finance Law/State Comptroller’s rules and regulations; State and Federal budget processes; program and financial management information systems; strong technology skills, including working with pivot tables within Microsoft Office, excellent written and verbal communication skills, and the ability to work independently with minimum supervision is preferred. Occasional travel within NYS will be required.
