The State University Construction Fund (Fund) is currently seeking a Director - Capital Program Management and Finance to lead our Capital Program Management & Finance team at our office in Albany, NY.

The Fund supports the State University of New York (SUNY) through the construction/renovation of campus facilities and the ongoing replacement of critical infrastructure to support SUNY's educational programs. The Fund's mission is to expedite the construction, acquisition, reconstruction, rehabilitation and improvement of SUNY's built environment while providing purpose-built facilities that fulfill the University's needs. The Fund is ultimately responsible for the stewardship and appropriate use of New York State capital appropriations.

Within the Fund, the Director of Capital Program Management & Finance is a respected and strategic leader responsible for the management and oversight of two departments integral to the Fund's mission: Capital Program Management and Capital Program Finance. Combined management responsibilities for these departments include the development, administration and execution of robust and strategic multi-year capital plans for each of the 32 SUNY State-operated campuses and 3 teaching hospitals, and the coordination of essential fiscal services to maximize the available funding to support capital projects. The Director of Capital Program Management & Finance promotes communication, transparency, and information sharing among the Fund departments and external stakeholders, including SUNY System Administration, campuses and other entities, such as the New York State Division of the Budget and the State Legislature. The Director provides policy advice and guidance for effective leadership decision-making, continuous capital project and financial planning, analysis, financial forecasting, financial modeling, monitoring and reporting activities, and management of all capital program bond financing requirements. Specific areas of responsibility are detailed below.

Specific Duties & Responsibilities:

Capital Program Management:

  • Provide leadership and direction to direct reports, including Assistant Director of Data & Planning, Assistant Director of Program Implementation, and supervise administrative staff.
  • Establish, implement, and monitor capital program policies and procedures necessary for the development and execution of capital programs for 32 State-operated campuses and 3 teaching hospitals on a multi-year basis, including adherence to the State appropriations provided for this purpose.
  • Oversee the development of multi-year capital plans and priorities for each campus, as well as the overall SUNY system, in consultation with campus leaders and facilities staff, SUNY System Administration, and other applicable Fund staff.
  • In consultation with campuses, oversee, manage, and direct the development of capital project plans which balance critical maintenance needs with the strategic and programmatic expansion/modification needs of each campus.
  • Oversee, manage, and direct activity related to life cycle modeling, including the accuracy and comprehensiveness of the data to inform the development of robust multi-year capital plans.
  • Direct and coordinate the development and refinement of project scopes and project cost estimates.
  • Coordinate extensively with other units within the Fund - including the Design, Construction, Finance, and Procurement Departments - and at the campus level, which demands proficiency in formulating goals and objectives, and the integration of consensus-building into the planning process.
  • Oversee, manage, and direct the ongoing bid versus budget analyses, and provide budgetary or other special analyses in support of requests for project funding, or as otherwise requested.
  • Work closely with other departments within the Fund to resolve project planning, scoping, and costing issues, and interact with outside consultants and campus representatives.

Capital Program Finance:

  • Provide leadership and direction for the Finance Unit, including direct supervision of Senior Fiscal Analysts.
  • Establish, implement, and monitor fiscal policies and procedures necessary for the development and execution of capital programs for the two main SUNY capital programs (State-operated academic facilities and teaching hospital facilities).
  • In collaboration with the State University of New York, oversee, manage, and direct the development and justification of the capital budget request for the Educational Facilities and Hospital capital programs and coordinate with the SUNY Office for Capital Facilities to incorporate the requests related to the Residence Hall and Community College capital programs. Oversee the timely review and analysis of Executive and Legislative budgetary actions.
  • Oversee, manage and direct the development of multi-year project commitment and annual cash spending forecasts, and the timing and amount of new bonds needed to ensure uninterrupted financing support for all capital programs.
  • Continuously coordinate between Program Management staff, Finance staff and Design and Construction staff to ensure that annual and multi-year project implementation plans and strategies maximize use of available funding resources, while also complying with State-established spending caps.
  • Oversee, manage and direct various fiscal functions related to investments, bond financing, calculation and payment of debt service.


  • Oversee, manage and direct a wide variety of special projects and assignments, as needed, and provide strategic direction and policy advice to the Fund's Executive Leadership Team, including the General Manager and Deputy General Managers.
  • Coordinate extensively within the Fund and SUNY (including System Administration and individual campuses), and various external agencies such as the Dormitory Authority, the Division of the Budget, and the Office of the State Comptroller.
  • Provide review/analysis of existing processes and manual/automated systems; propose and implement approved improvements by consulting/coordinating with staff to identify and streamline redundant processes/efforts through the efficient use of existing or newly developed manual/automated systems.
  • Provide policy advice to SUNY leadership regarding the strategic investment of limited capital funds and recommendations for SUNY's capital budget request.
  • Perform other duties and assume additional responsibilities that may result from the dynamic nature of the organization or as directed by executive leadership.

Qualifications And Experience Requirements:

A Bachelor or Master's degree in a field related to the above functions (Facilities Planning and Financial Management) and at least fifteen (15) years of progressively responsible working experience in a related field is required. Experience with New York State budgeting, rules, regulations, and processes is preferred. A minimum of five (5) years of direct supervisory or management experience. A professional license or graduate degree along with working knowledge of facilities operations or finance in the higher education industry is strongly desired. Outstanding technical, interpersonal, written and verbal communications are a must.
