Procurement Specialist

Capital Procurement

The State University Construction Fund (Fund) is currently seeking a Procurement Specialist to join our Procurement team at our office in Albany, NY.

The Procurement Specialist is responsible for managing and providing oversight of the procurement of Construction projects for Fund managed projects as well as assisting in other procurement types, including alternate project delivery procurements (such as design-build).

The Procurement Specialist will also be responsible for the review and analysis of procurement procedures, process improvements and other areas related to Procurement.

Specific Duties & Functions:

  • Assist the Director of Capital Procurement in coordinating and managing the procurement processes, including establishing and monitoring departmental metrics.
  • Review procurement documents including information for bidders requests for qualifications, requests for proposals, advertisements, contract documents, etc.
  • Assist in the understanding and troubleshooting of bidding-related issues.
  • Review reports and analyses.
  • Assist in other Fund procurements, including consultant services procurements and capital purchase orders.
  • Act as the procurement liaison with consultants and contractors and the Fund.
  • Provide guidance and support to Fund staff on issues related to procurement.
  • Review procurement processes and procedures and recommend improvements for increased efficiencies and quality including working with information technology staff services to achieve enhancements related to bidding applications.
  • Review and analyze selection bidder and contractor submissions.
  • Assist Administrative staff with Procurement documents, processes and procedures as required.
  • Work collaboratively with all Fund units/departments as necessary including the Opportunities Program Unit in encouraging compliance with the Fund's MWBE and SDVOB utilization goals.
  • Perform Vendor Responsibility reviews for new contracts, amendments, etc.
  • Other duties as directed.

Qualifications and Experience Requirements:

Bachelor's degree in business or related field from an accredited college with a minimum of five years of relevant experience. Excellent written and verbal skills required. Possess strong analytical, computer and organizational skills. Proficient in Microsoft Office Suite applications.
