Freedom of Information Law (FOIL)

In New York State, access to government records is provided under Public Officers Law, Article 6, Sections 84-90, commonly called Freedom of Information Law or "FOIL." This law enables citizens to view or to request copies of public records. To view or request copies of records held by the State University Construction Fund (the Fund) you may send a letter by mail; facsimile, or e-mail to:

Your FOIL request should specify the records you seek and include, if known, the file designation and inclusive dates. Most State University Construction Fund (the Fund) records are filed by project number that the Fund has assigned to a project. If known, that project number, the project title and campus name should be included in your request to aid in locating requested records.

All NYS agencies and public authorities are required by law to acknowledge a FOIL request in writing within five (5) business days of receipt of the request. At that time, the agency must indicate whether the request will be granted or denied and an approximate date of that response. If the agency has denied access to requested records or, if it fails to acknowledge receipt of a request within five business days, the requestor has the right to an appeal. An appeal must be made in writing within 30 days of such denial and sent to:
