Minority & Women's Business Opportunity Program / Service-Disabled Veterans' Business Development

The Opportunities Program of the State University Construction Fund works to assure that Minority and Women-owned Business Enterprise (MWBE) and Service Disabled Veteran-owned Business (SDVOB) firms are afforded the opportunity to share in construction, professional services and supplier opportunities offered by the Fund which are almost exclusively within its Capital Program for design and construction services for the State University of New York.

Fund policies are in accordance with Article 15-A of the New York State Executive Law and Article 3 of the New York State Veterans' Services Law respectively and incorporates these provisions in all of its procurement procedures. The Fund has developed initiatives and strategies which have a direct impact on the ability of MWBE and SDVOB firms to access and to participate in contracting opportunities.

The Fund expects the cooperation of prime contractors and major subcontractors in the development of a meaningful Utilization Plan. The joint effort of both the prime contractors and subcontractors not only makes the Utilization Plan development a more efficient process, but also provides for a wider and more diverse span of trades, services and supplies that may be available for potential opportunities. Likewise, Consultant proposals are evaluated with consideration of the diverse team presented to the Fund.

All firms contracting with the Fund are required to make and demonstrate good faith efforts to include meaningful participation in Fund contracts by MWBE and SDVOB firms.
